Mixture of hoax and facts.

Analysis:
The message states that we can know the ownership details of any vehicle by simply sending its registration number as an SMS to 092123 57123. It is a fact. The Road Transport Office (RTO), India has introduced this VAHAN SMS system to track a vehicle during road mishaps and spread general public awareness.

To get the necessary details of a particualr vehicle, one has to type VAHAN and SMS it to 092123 57123. This way, one can get the following details immediately:

The Number of Ownership sequence
Owner name
Make of the Vehicle
Type of the vehicle
Registration fitness validity
The road tax validity

The service of knowing the ownership details of a vehicle through SMS was initially available only for the vehicles that are registered or transacted in an RTO after 2003. It was also reported that the service was only working in selected areas, that included Mumbai, Chennai, Andhra Pradesh, Delhi and Meghalaya. This service was actually being tested by RTO on a pilot basis, leaking of the number somehow led to the disclosure of the service. However, the service was blocked by the National Informatics Centre (NIC), which developed it on behalf of the RTO. NIC and RTO plans to reintroduce the service after ensuring restricted access for the enforcement agencies to help police and the transport department.
