Fact Check:
A ‘shocking’ story shared widely online with few disturbing pictures claims to have exposed Cannibalism in Uganda, as two men were caught boiling and eating human meat of people who they have allegedly kidnapped and killed. Due to past reports of Cannibalism in Uganda, most people went on to believe in the current story, which as a matter of fact is not true.
Origin of Story
On 17 November 2016, a Facebook user Monday Aluola shared a post with below description. It carried the shocking Graphic photos, suggesting Police arrests Two Men in Kiboga (Uganda) for Cannibalism. It also claims the two men have been killing and feeding on fellow village mates for sometime:

We always hear these stories but some of us end up convincing our selves that they are not true but perhaps this shocking story might change our thinking . Yesterdy afternoon, Saturday 29th October, Police has captured two men red handed while feeding on human flesh while still even possessing some of the yet to be cooked bodies.
According to residents of Kiboga, a village located along Hoima road, these two men have been killing and feeding on fellow village mates as people have always been disappearing without any trace not until these two men were suspected and later on captured with all the needed evidence.
The disturbing Facebook post went viral soon, and citing it as a documentary made by the user Monday Aluola, a number of not very credible online outlets went on to publish the story as is.
Disturbing Pictures: Actual Facts
Our search reveals the story was in fact copied by the Facebook user Monday Aluola from a 14 November 2016 post of Nairaland Forum (nairaland.com), which did not carry a credible source. More importantly, as claimed in the current story, the four pictures are in fact old ones. They are not related to any such Cannibalism incident exposed by police in Uganda.
The shirt-less man in the first picture holding a human hand is reported to be arrested by Police earlier in 2016, for allegedly killing a 25-year-old man in Osun (Nigeria) and dismembering his body for rituals. The hairless man in the second picture carrying a male-body with lower portion severed was caught selling human parts in Osun State, in 2013. Again, the third picture allegedly showing a human hand in a plate with soup was reported to have been shared in early 2016 by a Facebook user who seems to have witnessed the incident at a Naija Joint, where human meat pepper soup was served. The fourth picture allegedly showing a human head being cooked also appeared earlier online, before the current story surfaced.

So, considering the lack of any credible source and the aforementioned flaws, as with irrelevant pictures, the ‘shocking’ claim with disturbing pictures that Police in Uganda have caught two men red-handed for Cannibalism is certainly a hoax.
Cannibalism in Uganda
Although the story in question is a hoax, Cannibalism has been an issue of concern in Uganda in past years. Business Insider website businessinsider.in reports same with documents since at least 2011. In the video shown, Baboola, a self-professed cannibal talks about the situation in Uganda and why he eats human flesh. He also says that he only eats people who are already dead, as opposed to killing people.
