As stated above, the picture has been circulating online with various claims. Some say that the Toyota Hiluxes were on the ‘moderate’ Syrian terrorist wish list, so Obama obliged their wishes and sent them a few.

The picture appeared in image gallery of a related article published in Yahoo News (news.yahoo.com) on 8 Sep. 2014. The source of the image showing a convoy of vehicles and fighters from ISIS in Iraq’s Anbar province is said to be a file image posted on a militant website on 7 Jan. 2014, which is consistent with AP (Associated Press) reporting. The picture also appeared in a 10 Jan. 2014 blog article of Military Times (blogs.militarytimes.com), which says the same and adds that the picture is painted by residents, officials and international groups, suggesting that both the militants and government forces are preparing for a long standoff with civilians caught in the middle. The same picture can even be seen in a 25 July 2014 article on The Times of Israel (timesofisrael.com), where it is shown as an illustrative photo of a convoy of vehicles and fighters from the ISIS.

All this concludes to saying that the picture showing a convoy of ISIS militants is, in fact, a painted illustration of local residents, officials and international groups. The credible reports about the picture did not suggest that the trucks were sent to ISIS militants by Obama or the White House. So for the lack of any evidence, the claims are possibly hoax.
