As an explanation to support the claim in question, it is said that the cold water you drink after eating meals will solidify the oily stuff in it and form a ‘sludge’ that will slow down the digestion. This sludge allegedly reacts with the (stomach) acid, break down and be absorbed by the intestine faster than the solid food – lining the intestine, turning into fats and leading to cancer. With this explanatory concerns, instead of cold water, it is suggested that it is best to drink hot soup or warm water after a meal.

First of all, the Oils in concern that we consume with food are already fats, so saying that the oils with cold water will turn into fats and cause cancer does not make much sense.
