It was issued by the Oceanic Steam Navigation Company or White Star Line. As mentioned here, it was a one page ticket issued to the passengers on the Titanic. The third-class accommodations on Titanic were often known as steerage, which is why the Titanic ticket reads “THIRD CLASS (STEERAGE) PASSENGER’S CONTRACT TICKET.”
