Analysis:

The message claims that a new Obama Health Care Law requires everyone in America to implant a RFID Micro Chip inside their hand skin before March 23, 2013. The message also warns that the RFID technology to implant microchips is used to track people’s movements and even their personal information relating to health and bank accounts. Although such a technology does exist, the claim of the message is not a fact.

These messages are in fact revised forms of old rumors that have been circulating from Bill Clinton’s administration, ever since these Micro Chips came up. The Obama Health Care Law is developed to increase the over all health insurance of the Americans.

The H.R. 3590

The H.R. 3590, i.e. House of Representatives bill number 3590 is The Patient Protection and Affordable Care Act (PPACA), commonly called as Obamacare or the federal health care law. It was signed into law by the US President Barack Obama on March 23, 2010.

PPACA is aimed to decrease the number of uninsured people in American and reduce the overall expenditure in health care. It offers number of mechanisms like subsidies, mandates and tax credits to employers and individuals to increase the coverage rate. But there is no mention of any micro chip implantation in this act. There is a mention of simplifying the CHIP enrollment process, i.e. State Children’s Health Insurance Program.

The H.R 4872

The House of Representatives bill number 4872 is The Health Care and Education Reconciliation Act of 2010, which was meant to amend the Patient Protection and Affordable Care Act. This was again signed into law by President Obama on March 30, 2010, and included amending the Senate’s Healthcare Bill and student loan reforms. Again, there was nothing related to micro chip implantation.

The RFID Micro Chip

RFID is Radio-frequency identification, a technology for automatic identification. The first picture shown in the message is NOT a RFID micro chip implanted in humans to track their movement and personal information. It is an illustration picture of how a Pet Microchip Works, i.e. micro chip implanted in pet animals to track their information with a unique assigned number. The picture shown below is an implantable bio-sensor chip used to accurately and conveniently monitor the Glucose Concentration Levels in people with diabetes. This chip implant will be highly visible through skin when glucose levels rise and is useful for long-term implanted monitoring.

Similarly, a human microchip implant to track his movement and personal data is also possible. Such an RFID chip implant typically has a unique ID that can be linked to information in an external database, like personal identification, medical history, and contact information.

But such human implants for tracking people’s movement and their personal data have security risks and have also raised ethical discussions – that it will be like an intrusion into personal life and will take total control over the people. The states of Wisconsin, North Dakota, California, Atlanta and Georgia have issued bills in the past that prohibit employers and others from forcing anyone to have a RFID device implanted. The bills would only allow voluntary microchip implants, as long as they are performed by a physician and are regulated by the medical boards.

Therefore, the message saying every American should have the RFID micro chip implanted under their skin before March 23, 2013 is a hoax.
