US Army Slide Lists Hillary Clinton as Security Threat.

Analysis:

According to a story discussed heavily online, a United States Army Slide labeled the President runner Hillary Clinton as an Insider Threat. As detailed below, the claim as such is Partially Fact.

Origin of Army Slide

The US Army Slide bears a header reading “Who is the threat? Insiders” and shows Hasan, Manning, Snowden and Alexis in first row followed by Petraeus and Hillary Clinton in second row as careless or disgruntled employees. It was posted online on 21 August 2016 on U.S Army W.T.F! moments Facebook page – that spoofs the military. The slide was posted with a description saying, “Annual Training Complete…Where is that sign in roster?,” as the U.S. President runner Hillary Clinton was included among a rogue’s gallery of killers and leakers:

Army Maj. Nidal Hasan – who killed 13 people in a 2009 gun rampage at Fort Hood, Texas.
Chelsea Manning – a soldier who’s serving a 35-year sentence in a military prison for sharing a trove of classified documents with WikiLeaks.
Edward Snowden – a former National Security Agency contractor who has been living in exile since leaking classified documents on government surveillance.
Aaron Alexis – who killed 21 people in a shooting at the Washington Navy Yard in 2013, and
Retired Army Gen. David Petraeus – who pleaded guilty in 2012 to a misdemeanor charge of mishandling classified materials by sharing them with his former mistress and biographer.

Actual Facts about the Slide

According to Army Times website armytimes.com, the U.S. Army Slide in question is in fact a PowerPoint training slide listing former Secretary of State Hillary Clinton, which was in use for 18 months at Fort Leonard Wood, Missouri. It was used as an example of an “insider” threat to operational security, on how to secure classified materials and improve safety. Notably, as can be seen in the bottom of the picture itself, the Slide was Unclassified. In a statement provided to media, TRADOC (United States Army Training And Doctrine Command) spokesman Maj. Thomas Campbell said that the training presentation slide came to their attention in August 2016 and has since been removed. “As is common with Army training requirements, the local unit was given latitude to develop their own training products to accomplish the overall training objective. This particular presentation had not been reviewed or approved by the unit’s leadership, and does not reflect the position of the Army,” Campbell said describing the document.

The slide was reportedly created in March 2015, around the time when The New York Times first published details regarding Hillary Clinton’s use of a private email address at State Department while she was Secretary of State. After a year-long investigation into the issue, U.S. Attorney General Loretta Lynch closed the case into Mrs. Clinton’s handling of government documents after the FBI recommended no charges be brought against her.

Notably, the U.S. Army strengthened its insider-threat training protocols recently, requiring more soldiers to receive in-person presentations on the topic instead of completing computer-based coursework.
