The Road Transport Office (RTO), India has introduced this VAHAN SMS system to track a vehicle during road mishaps and spread general public awareness.

The service of knowing the ownership details of a vehicle through SMS was initially available only for the vehicles that are registered or transacted in an RTO after 2003. It was also reported that the service was only working in selected areas, that included Mumbai, Chennai, Andhra Pradesh, Delhi and Meghalaya. This service was actually being tested by RTO on a pilot basis, leaking of the number somehow led to the disclosure of the service. However, the service was blocked by the National Informatics Centre (NIC), which developed it on behalf of the RTO. NIC and RTO plans to reintroduce the service after ensuring restricted access for the enforcement agencies to help police and the transport department.
